Government form photo and signature sizes, sourced

What Indian visa, exam and PAN forms state about an uploaded photo or signature, in one table, each row with its source and the date it was read.

Meeting them in one pass

Every row above is a preset in JPG for forms. The photo is drawn at the preset’s pixel size straight from your original — cropped to fill or padded with white — and the JPEG quality is searched, measuring the real file each time, until it lands inside the KB range at the best quality that fits. Each result prints its pixel size, its size in KB and bytes, the DPI label, and a pass or fail line against the preset.

The KB checks use the stricter reading at each end: for a 20 to 50 KB rule, at most 50,000 bytes and at least 20,480 bytes. A file that passes here passes whichever way the portal counts.

Identity photos and signatures are the files people should least want to upload to a converter. On this site they are read, resized and encoded in the browser tab and never leave the device.

Questions

Is a kilobyte 1,000 or 1,024 bytes on these portals?
Portals do not say, and they differ. A file under the maximum read as 1,000 bytes per KB and over the minimum read as 1,024 passes under either reading, which is how the form mode on this site checks it.
Does the DPI number matter?
Rarely. DPI is a label in the file header; it does not change a single pixel. What a portal measures is the pixel size and the file size. Where a form states a DPI, the form mode writes it into the JPEG header anyway.
My signature file is too small. What do I do?
A clean signature on white compresses so well that it can fall under the minimum even at the highest quality. Use a larger pixel size if the form allows one; never pad the file with junk to cheat the check.
Can I use an iPhone photo directly?
Not as HEIC: these portals accept JPEG only. Convert it first — the form mode takes a HEIC in browsers that read it (Safari) and lands the JPEG inside the range in one pass.
Are these rules official?
Each row links its source and says when it was read. Rows from a third-party summary are marked “confirm on the official portal”: exam notices change between cycles, and the current notice is the authority.
